Evaluation in a European Context
Context
If we look at any area of social care and welfare provision, we ask about the value and worth of something be it a service, a project, a programme or any kind of new initiative. In almost any sphere, thought must be given to effectiveness, efficiency, costs and how we know what works, when and where as well as how. Evaluation has become increasingly important for those concerned with acknowledging good practice and about finding ways of contributing to areas where practice is in need of improvement.
Audience
This short course will be of interest to people who carry out evaluation as well as those who are responsible for commissioning, managing and using evaluation in their professional environments. Understanding evaluation has become essential for programme, service and project managers; as well as project and development workers in order that they can effectively contribute to the future of local, regional, national and international social care provision.
Content
The short course combines presentations and participant workshops which focus on all aspects of evaluation. This intensively delivered course covers evaluation of programmes, policies and institutions and a range of European policy contexts, professions and agencies.
Topics include:
- Definitions of evaluation
- Who does evaluation and why
- Commissioning, planning and designing evaluation
- Different approaches to evaluation including formative and summative
- Data collection and analysis for evaluation
- Evaluation in a globalised society
- Democratic, participatory evaluation
- Evaluation in an evidence-based, audit/accountability culture
- The politics and ethics of evaluation
Methods of teaching will be primarily workshop based, with plenty of scope for discussion relating to participants’ contexts and needs. By the end of the course, participants will be able to outline the elements of evaluation design; appraise the links between evaluation and the contexts within which it takes place; and critically assess a range of approaches to and methods for use in evaluation.
Course leader
Georgie Parry Crooke has extensive experience of designing and conducting external evaluations, teaching evaluation, directing evaluation training, and the ethics of evaluation. She is the Associate Director of the Centre for Social and Evaluation Research within the Faculty of Applied Social Sciences at London Metropolitan University, UK. In the mid 1990s, Georgie developed and became responsible for a postgraduate Certificate, Diploma and Masters Degree in Evaluation and Social Research at LondonMet. This portfolio of courses attracts a high proportion of its intake from an international market and in particular from India, Pakistan and African countries as well as European Union countries, and Central and Eastern Europe where provision of this kind is yet to develop.
